I would disagree. Theoden is the leader here, realizing, unlike the dreamer Aragorn, that they are in a desperate situation, and if there's bad news, one doesn't shout it to frighten the others.
And though Aragorn does swing a sword a bit, Theoden sets a spear into an Uruk. A King need not fight with a sword to be a great leader. Gandalf, at least in the books, never really gets involved in Third Age combat, and leads from the rear.
Aragorn may come into his own, but PJ hasn't convinced me that he's Kingly material yet.
