I'll look that up to be sure, but I think that Sauron would attack Gondor first as (1) it would give him easy access to the west, (2) Saruman would be attacking from the north, and so they would catch Gondor (one of his more prominent foes) between the hammer and anvil, (3) this would cut off the escape of those east of the Misty Mountains (Galadriel?), and (4) he could then roll up north and have a long chat with Elrond. To leave Gondor unfought would be to leave his flank unguarded.
