Cirdan was probably the oldest elf alive at the time (he even had a beard, I heard) and he was wise and foreseeing. He gave Narya, Ring of Fire, to Gandalf because because he forsaw that Gandalf was going to be the one to move all peaces against Sauron. The exact words of the conversation between them is in the Tale of Years before the list of the Third Age, also it might be in UT - Istari.
He still wore it while he was with the Fellowship, I think even after the Balrog-incident. But after the fall of Sauron it's powers were deminished and the Ring was of no use anymore. It dissapeared with him, when he departed for the second time from Middle-earth.
