Elven concepts of royalty, succession, and princes may not have been quite the same as with humans and dwarves. Immortality would do that.
It may be that princes were not usually given much "authority" practice, like going to war councils, because they did not seem to need it.
Not bringing any troops would also be a good reason to exclude somebody from high level planning sessions. [img]smilies/smile.gif[/img]
