Elrond did not choose to take up any royal title because think of it: every king, from Finwe to Gil-Galad, had died violent deaths.
And who would Elrond rule anyway? Some Noldor came back to the West, some were under Celebrimbor (were there some under Galadriel?). It's enough he had Imladris... and he did not need such a title, he pretty had much power over the Elves and the other races, anyway.
