Shoudn't hte general's horse be exempted from the 'every horse saddled' order?

And Elempi, I also left it open for you. I sincerely hope this won't turn into a battle of wills between Falco and Thornden again.

I thought of the scene in the ruins as I wrote him giving his orders. Of course, it would make it interesting indeed if Falco were to disregard Thornden's words....
