How about 150 characters (including spaces) as the maximum? I think it would be good to keep it short and give more freedom to those who draw.
Hookbill, on first sight your idea of giving "challenges" looks good, but on truth to say even I don't agree with it. I think it's more interesting to give more freedom and see what people invent.
