Since none of us have seen the Return of the King and The Two Towers, we do not know if Peter Jackson expanded Legolas' role in the subsequent movies. I wish we had seen more of him in the first movie but, since Bloom had not even graduated from acting school when he was cast as Legolas, maybe Jackson wanted to see how good an actor he was before he gave him a lot of lines.
