I'd say Gimli. My reasons are:
-As others have said both Gimli and Legolas did little to impact the story line.
-However, Legolas did contrubute to a very important part. He was the one who interpreted for them when they first entered Lothlorien. Because he was there Haldir's company trusted the Fellowship more. In the movie they lessened Legolas's role by haveing Aragorn do this.
-And Besides if Gimli hadn't been there in Lothlorien the fellowship would have been able to see more of the land. It was because of Gimli that they had to be blindfolded.
I can go look up others but that's what I have right now.
