Saruman. Smart, complex, treacherous, Machiavellian in fact. Also the most "modern" character in the book -- in "The Scouring of the Shire" he was ready to turn the Shire into Airstrip One! (Wonder if JRRT had read "1984" or knew George Orwell? They were political opposites but both appreciated the old, unspoiled English countryside.)
Reading about Saruman's persuasive voice, I always think he must have sounded like Ronald Reagan.
