Personally speaking, it's not at all surprising. First of all, you don't choose the object of your affection, do you? It's a matter of feeling, not rational delibering after all. Besides, real love is built on ability to loving someone regardless of his or hers mistakes and drawbacks (which everyone has), not because of having some virtues.
And I don't agree with your opinion about Frodo. I believe that he definitely deserved to be loved. Not everyone is born to be a warrior. Frodo agreed to take the Ring to Mordor, which required a lot of courage, was merciful for Gollum and so on. I'm not going to count all his positive traits, but I think that I stated my point clearly. For me, Frodo is one of the best characters in the book.
