I think he would have been able to chuck it too.
Sam had overcome his initial temptation to be the Master - Gardener and hours later frodo [after torture it's true] was hallucinating sam as an orc. Frodo was pretty much thrased by the time he got to Mordor after Shelob and the tower. Sam gets my vote
