I would not go nearly as far as to say that the orcs were considered - or considered themselves - children of Morgoth, or that Morgoth's corrupting them and forcing servitude upon them was in any way equivalent to Morgoth siring them. He did, technically, 'beget' the race of orcs (cause them to exist), but that is the extent of it. Furthermore, the initial question asked was whether anyone would ever "get intimate with them" and as a result bear their children, so even if Morgoth were in some way a father figure to the orcs, the suggestion would merely be a fanciful afterthought to a question dealing with only one specific criterion: Could Sauron and Morgoth sexually reproduce?
