I never understood that myself, because everyone in the Shire said they would be perfect for each other, and Hobbiton is a small town.

But there it is; She'd be leaving The Green Dragon just as Bilbo was walking in. Or her dance card would already be full when Bilbo mangaged to arrive late (again) at the various functions that they both attended. And so, sadly, there never was an introduction.

If there had been, things would have been very different, let me tell you, what with Lobelia wearing the One Ring on her left hand. (sigh)
