Ah, but technically, Saruman did rebel against the Valar. For one he joined with Sauron, who was the main opponent of the Valar. But more importantly, he was sent by the Valar to counter Sauron. He is called a traitor because of course he betrayed his fellow Istari, and the Valar who sent them by joining Sauron. Then when he betrayed Sauron, he took his treachery even further by plotting to take over the world including Sauron. I think the seduced one was a good idea.
