ICE stands for "Iron Crown Enterprises", the role-playing game company known for their "Rolemaster" gaming system. Years ago they had the license for Tolkien products (they don't any more) and produced many Middle-earth books and supplements of varying quality and accuracy.
I thought they had gone or were soon going out of business, but their website is still up --
