Well, if you don't like the ring idea, we could have the figures as corrupted elves, but they have become so twisted, so evil, that they have become only shadows of elves, like wraiths. Also, I do have evidence of elves serving evil. Maeglin, from Gondolin, was captured and only the threat of torture, was enough to turn him to reveal the whereabouts of Gondolin, and how to get in. Also he had great hatred for Tuor, and desire for Idril Celebrindal, who Morgoth promised would be his once the city had fallen, which led him to betray his kindred and during the battle for Gondolin, actually fought and killed other elves.
