What do you mean fluent?
Fluent is how well one speaks/understands a language.
The Dwarvish language is generally secret - the dwarves did not speak it outside of their race, except for a few proper nouns - Khazad-dūm, Barazinbar, Bundushathūr, Zirakzigil, Azanulbizar, Azaghāl, etc.
Entish is a lot different from the languages we're familiar with...
