Ah, tricksy one gilraën. I nearly posted Olorin, since he says much the same in response to that question from Galadriel, but without the "I deem". In the alternative version of the tale of The Elessar, however, it is Celebrimbor who says "That is its fate, I deem" in response to the same question from Galadriel.
