What I originally meant was the lifting of the Pelori mountain chain. It was made to counter Morgoth's possessiveness with rival possessiveness and thus it was somewhat selfish (even though the exact nature of the possessiveness was different). The Valar also let Morgoth roam free in Middle-Earth in that time, so the deed can be called neglectful as well.
