This is why I find Dr. Rateliff's suggestion odd, because he
is an expert and surely would be altogether familiar with the variety of Elvish occupations.

is that evidence. There's also mention of an "ancient road" passing through the defile of Sirion towards Nargothrond, although it's unclear by whom it was built. Similarly, it's unclear to me if Thranduil's road through northern Mirkwood was paved or if it was more of an informal path through the trees. There was also the road that ran from Ost-in-Edhil to Khazad-dūm, and it's implied that this was an Elf-Dwarf collaboration.
