Once they had found their way to his hidden city unbidden, I believe the usual procedure was to keep them there for the rest of their lives. Doesn't really seem like what we'd want to do.
Then again, if they became a nuisance, he'd send them bungee-jumping off Caragdûr without a rope. That sounds more attractive.
