My apologies Nerindel! I just realized that Toby is not even a "mite stout" so I have amended my post after finally unearthing his character description.
I had thought to bring Rauthain back down toward the road and find a few orcs on the way. If you would like for him to meet up with Avanill that would work fine for me.
He will be trying to find the rest of the rangers at that point.
