I suggest that we proceed as if we expect them to write their characters in later. That way, if they show up, they're still welcome, but if not, our storyline doesn't drag on and on waiting for absentees.
For Iras, we can have one of the Chubbs leave a note with Melilot for Lizzy, with best wishes and "hope we meet again", and then Iras can write how Lizzy refuses to be left behind, and chases after the party one way or another and insists on joining.
As for Sephiroth, his character can join at any point, so I wouldn't worry. If he shows up, he does; if he doesn't, we continue.
