I find it hard to imagine Iluvatar saying "Wow, Sauron's really doing quite a job with this ring he's making. I think I'll give it a soul." It would be a situation somewhat analogous to the Dwarves, except that Eru gave them
fear only because Aule had
intended good.
If you ask me, the "soul" behind the Ring is not a
fea but an
eala - specifically, Sauron.
