Hmm -- the soldiers of Gondor were "common men" faced with great danger, yet were completed daunted. So were Merry and Pippin on Weathertop, with the added factor that they should have tried to protect their friend Frodo (didn't they just throw themselves on the ground when the wraiths approached?) Was the Gaffer that much more courageous than Merry or the soldiers? I think it's more logical to assume that the wraiths COULD appear less threatening if they wished.
