'Gloomy individual', self-explanatory. 'Condemns chap' - dooms man. 'V' for five, of course.
Mend around five refers to the surrounding letters, 'he' and 'al', making 'heal'.
Also, 'of the' contains oft, or 'regularly'.
'By a river' contains the ultimate 'ar'.
