JRRT comments that Sauron, at the end of the Second Age, with his Ring, was more powerful than Morgoth at the end of the First Age. Alternatively, if Morgoth still had sufficient strength to overcome the Girdle, he might have had to do so in person. Morgoth was the only Vala to know fear, perhaps because he had relinquished so much power.
