Alatar and Pallando could have been sent to Middle-earth to fulfill Oromė's own agenda, just as Radagast may have been sent to Middle-earth to fulfill Yavanna's own agenda, whatever it may be. Oromė could have wanted the Ithryn Luin to "check on" the lands in the East, the same lands that he had discovered the Elves in.
