Okay. Then we seem to have two choices for Herugor: (1) he somehow succeeds in slipping onto one of the boats, without the aid of sorcery. So they let him board, but under guard, and hold him prisoner for long whiles in Middle Earth until he is sprung by Sauron's cronies/underlings, who knows how many years later. I favor #2.
