Easy case for even just two baddies to control it.

Lommy -> Eönwe
Eomer -> Lottie
Lalaith -> Eomer
Legate -> Boro
Mith -> Inzil

I have my suspicions on Boro and Lottie as well (not exactly as a pack but one of them could be an evil person), but I might be most tempted to vote Eönwe.
