He was under the spell of the Ring just like the other Ringbearers. Even though Sauron no longer had an earthly form, his spirit was still very much alive and through the Ring would have influenced the Ringbearer in an attempt at self-preservation. Why do you think Frodo was unable to destroy the Ring at the very end? It took an accidental misstep by Gollum to send the Ring into the Crack of Doom.
