As usual, the reason behind it was to show the audience — those who still hadn’t figured out that it was a ghost — that it was a ghost. As for Legolas’s reasoning? Perhaps he hadn’t fired an arrow in a while, and was itching to. Perhaps he thought he’d at least give it a shot (har!) and see if it might work. Maybe it was just an act of defiance.
