Sting I got it now...

In the middle of the sequence, when you can see them all in the field, there are only eight Ringwraiths. At the ford, when they are hit by the river, there are nine.

You are on the right track with the hoofbeats, Ms. Skywalker, but it's not that simple. Keep with it.
Samwise, is the line you're thinking of possible "Noro lim, noro lim, Asfaloth!"? (Ride on, ride on, Asfaloth!)
The answer was listed as an "Easter Egg" in a newstand magazine shortly before RotK came out. Unfortunately, I don't remember which magazine so I can't help you there. I don't know if its available in other countries, either.

That must be it.

Um.... The sound of the hoofbeats didn't match the footfalls (hooffalls) of the horses? No...you said a blind man could get it....at one point the hoofbeats cut out?

Hmmm.....listening to it, it sounds like there's about one or two horses galloping, when you can hear the hoofbeats at all. I'm gonna say there aren't enough hoofbeats for the number of horses.

I'm going to give it to Samwise. What happened was when they filmed the scene, the horses were galloping, but the hoofbeats weren't picked up by the microphone. So they went back and added the sound in, but they accidentally added in the sound of cantering horses. (A canter is a bit slower than gallop, if I'm not mistaken. Plus, a canter is three beats and a gallop is four beats.) You can read about it here.
