There isn't really a greatest elf. Each elf has something.
And without Legolas, the fellowship wouldn't know what was coming for he was the eyes and ears of the fellowship. And without him...they couldn't go into Lothlorien for only Legolas could speak their language.
But there are still more greater elfs in Middle-earth where they are now in the Halls of Mandos or in Valinor.
