Is it moveable? Yes
Is it the Three-Farthing Stone? No
Did any of the main hobbits in the story own it? No
Is it waterproof ? Yes

A note for clarification on the last two questions: before it is asked, I'm considering the main hobbits to be Merry, Pippin, Frodo, Sam, and Bilbo. And when I say it is waterproof, I mean it can't be harmed by water.
