Could it be Morgoth? I know it sounds weird, but here's my reasoning:
Burnt- the Silmarils burnt him when he put them into his Iron Crown. Hidden- his stronghold was long hidden from the Valar before the awakening of the Elves. Depleted- he put all his power into conquering Middle-Earth, so his own power is depleted, as he gave it all to his agents (i.e. Orcs).
