I don't think it's true....perhaps in the EE? I've seen a pic of Gil-Galad somewhere, from the movies...but I'm not sure.

Kath's got it, it was false. Even though you can see Gil-galad somewhere in the scene, it's Elrond who's seen giving orders to the Elves.
