 It had to do with Liv Tyler's skin and the clothing of the OTHER Elves.

The paler clothes of the type worn by the other elves clashed with her skin colour so they put her in darker clothes?

Ah, Kath's close enough.
According to the article in the Special Edition of Entertainment Weekly (RE: "The Costumer; Ngila Dickson) "Since the grays, greens, and yellows that represented the color scheme for most Elves clashed with Liv Tyler's complexion, she was outfitted in more complementary reds and blues. " Kath has the floor, so to speak.
