"[F]ather of the king of the Kings of Men" is a phrase in UT. It doesn't refer to Eärendil.

But seeing as there is (or would appear to be) a limited number of candidates, I will venture one further guess...

Annael of the Grey-Elves

(not a complete guess though, for now that you mention UT I seem to remember a description of Tuor when in Turgon's hall or leaving it stating that he didn't know how great he looked, and it might have said something about looking the part of the father of the kings of men)
