The map is not oriented with north on top (I think), because the city is shown between the Rivers Sirannon (the smaller one to the left, with that bridge) and Glanduin (the big river to the right); on Piosenniel's (maybe I should call her Pio, like everyone else) map of Eregion, the Sirannon flows slightly south and the Glanduin slightly north, and their confluence makes an arrow pointing west. So west would be downwards, I think, east is upwards, north is to the left (Sirannon was the more northern of the rivers), and south is to the right. (Glanduin was the south river.)

Sorry if I overused commas and parentheses, there.
