I am not talking about just the elves in Middle-Earth, but all elves. Certainly there could not have been more elves in First Age Valinor than in Third Age Valinor.

Feanor's case was a rare exception. Another exception would be Galadriel, the greatest elf except maybe Feanor. These are the only exceptions ever mentioned.
