I'm pretty certain from my memory that yes, the most fertile lands were in the area of Nurn, and that, of course, was where the plantations were.

Also, I expect the lava flow made the land around Mt. Doom fertile, unless the mountain is just too evil...or unless Middle-earth's volcanoes don't follow Earth's rules for them.
