No she's not a well known downer because the clue is fairly literal on not heard often. Much more so than the downers you are mentioning.

I see. A lady in red who whips it good. I am begining to fear for this thread.

But I still don't know the answer unfortunately. Does someone have a reference to Devo in their location/sig? I know that someone has "Just what is Devo whipping anyway?" or something of that sort, but that might be someone on a different forum.
