yes it was made by elves, but never an elven heirloom. It was given to men and became an heirloom in their house.
I am quite sure that the definition "heirloom of men" fits the Ring of Barahir. |

this is just off the top of my head, but was it Celegorm? Either him or the twins, methinks. It's been several years since I last read the Sil, so my memory's hazy at best when I don't take the time to look something up.
