Actually that is a rather poor hint. . .it excludes a few places and clearly our problem is to come up with possible solutions. The next hint really should be one that hints to what the answer might be, instead of what it is not.

(just a bit irritated because all that I thought of when reading the question all got eliminated as solutions as I read the thread.)

I am not giving you any hint until you are all really desperate (to which you may be close to, but not enough yet :d ), because seriously, there indeed are not many options - obviously a route via Dagorlad to Erebor and through the land of Forodwaith coming to Arnor from Angmar would be no doubt interesting for an army trying to surprise an enemy, but not as favourable for common use, trade etc.

What about Moria?
If, then it must be mentioned somewhere in FotR, I am now however not in the mood to look it up.
Actually strange I did not think of it before... also looking on the map Moria seems to save time.
