Not necessarily. Those other roles might not actually be real evil, but they do not win as long as we win, and vice versa. This might be a bit questionable from a moral point of view, but morals is something
Sally is not bothered by.

If it equals the number of ducks that he can take down with him, it must be less or equal to the number of ducks present.
