I didn't put it down yet. I'm not sure what the protocol is for this. Do I give a brief description here, or wait until I start a discussion thread?
 I'm assuming here, so people can know what they're signing up for...but then on the other hand, I don't remember anyone ever doing that.

Up to you but I think most people but an outline in the first post of their admin thread and if any specific points are up for discussion that can be done there by those interested in participating, So you could post about it here too or you could just direct people to the admin thread when ready.
