Person - I would say yes.
Character in LOTR - doesn't appear there, but is mentioned
Do they appear in another work as a character (not reference) - I do not believe so. No.

Queen Beruthiel - great guess, but no.

IT was the hesitation about person - and only being a reference. But no it was a good one. I would have said yes... Clever.
