I think you are refering to the quote saying that Sauron could never again assume a fair form, meaning he could not appear fair in the eyes of Men and Elves.
Also, there can only be one Glorfindel, as each elven name is special, and only one can use it. They don't give the same name to two elves. Tolkien forgot this, but instead of changing one of the two elves' name, he made an explanation about Glorfindel being reincarnated.
